The Gainesville-Alachua County Regional Airport Authority (Owner) hereby gives notice that Statements of Qualifications (Part 1) are requested from design-build firms (Proposers) interested in the design and construction of an Aircraft Storage Hangar and attached office at the Gainesville Regional Airport, (also known as Hangar GA-47, the “Project”). Short-listed firms will be invited to submit Technical and Price Proposals in Part 2, in accordance with the RFP documents.

The new hangar facility is anticipated to be located on the General Aviation side of Gainesville Regional Airport, immediately Northeast of Hangar GA-22 located at 4375 N.E. 48th Ave.  The facility is designated to be a clear-span aircraft hangar of approximately 13,585 sf with an attached 1,750 sf office/ support section for a total building area of approximately 15,335 sf. The Project will include:

  • Final design, permitting and construction of the new Aircraft Hangar and office
  • Construction of ancillary, paved parking lots containing approximately 20 parking spaces.

Statements of Qualifications are submitted as Part 1 of the selection process. Technical Proposals will be requested from shortlisted firms in Part 2 of the selection process.

The design criteria package contains general information related to the design for the building and site work including parking lots, storm water drainage and treatment facilities, fencing, etc. The drawings and information provided are for informational purposes only and are NOT for Construction.  The successful Proposer will be tasked with conducting all pre-design due diligence and investigations and completing 100% design and construction of the facility including obtaining all necessary permits.

It is the intent of the Airport to enter into a Cost-Reimbursable Guaranteed Maximum Price (GMP) Contract based upon a modified AIA A141 Standard Form of Agreement between Owner and Design-Builder.

A non-mandatory Pre-Submittal Conference will be conducted at the Gainesville Regional Airport Board Room in the main Commercial Airline Terminal at 3880 N.E. 39th Avenue, Gainesville, Florida 32609 on December 13, 2022 at 10:00 a.m. local time. An on-line opportunity to attend the Pre-Submittal meeting will also be offered to registered plans holders. A site visit will be conducted immediately following conclusion of the Pre-Submittal Conference.

Copies of answers to questions related to Part 1 will be distributed to all registered plans holders or upon request to Ms. Lynn Noffsinger via e-mail. Questions received after 5:00 p.m. EST on December 19, 2022 will not be answered

Interested Proposers are requested to indicate their interest in this Project by submitting three (3) copies of a Letter of Interest/Statement of Qualifications up to 4:00 p.m. local time on January 5, 2023 to Allan Penksa, Chief Executive Officer, 3880 N.E. 39th Avenue, Suite A, Gainesville Regional Airport, Gainesville, Florida 32609. Letters of Interest shall be submitted labeled “Letter of Interest and Statement of Qualifications for Design/Build Services for Aircraft Hangar Building GA-47.” Letters of Interest received after the date and time indicated above will not be considered.  Interested Proposers submitting an SOQ shall include a Certified Check in the amount of $5,000 (Five thousand Dollars and 00 cents) with their submission as security.  The Certified Check shall be attached to one submission clearly marked “original”.

Disadvantaged Business Enterprise (DBEs) firms are encouraged to participate. The Authority and Contractor will not discriminate against any entity because of race, color, religion, sex, or national origin.

GACRAA reserves the right to reject any or all proposals received in response to this RFP as determined to be in the best interest of the Airport.
